Billy 2.1 is an artificial intelligence chat program. Users can talk to Billy, and he will (usually) respond intelligently. What makes Billy different from other chat bots is his ability to learn better responses from observing humans, as well as his ability to form a 'knowledge web' of facts taught to him, which he can then use to answer questions.
